同性伴侶註記3951對 雙北台中最多
（中央社記者劉麗榮、劉冠廷台北8日電）根據內政部統計，3年多來全國已有3951對同性伴侶註記，最多的前三名為台北市、新北市和台中市。民進黨立委尤美女說，不能單靠縣市政府的善意，一定要同性婚姻合法化，才能保障權益。
內政部官員表示，從施行同性註記以來，六都包括台北市共有818對、新北市743對、台中市694對、桃園市442對、台南市238對與高雄市173對，全台已有3951對完成註記。
高雄市在104年5月20日率全國之先辦理同性伴侶註記後，全國多數縣市陸續跟進，內政部去年並開放跨區受理。
長期關注同婚的民進黨立委尤美女今天表示，這數目不算少，但當然有很多人可能覺得大法官會議解釋後，就直接等著結婚就好，不用去註記。
尤美女說，註記並沒有法律的效果，雖然勞動部與衛福部表達有註記可以簽署手術同意書等伴侶權益，但是有的縣市還是不給註記，所以一定要同性婚姻合法化，才能得到真正的權利，否則都只是各縣市政府的善意。
她也說，若只是善意，卻拿不到任何的權益，去註記等於出櫃，可能就會馬上被歧視或霸凌，這就是為什麼同志需要同性婚姻。
大法官748號解釋，認定現行民法沒有保障同性婚姻違憲，立法機關應在兩年內，也就是明年5月24日前完成立法保障同性婚姻，但對於是要立專法還是修民法，各界意見不一，甚至引發對立。
今年九合一選舉合併舉行公投，幸福盟提出的「你是否同意民法婚姻規定應限定在一男一女的結合？」等愛家3公投過關，依公投法規定，行政院已表示，明年3月前將提出保障同性婚姻的專法草案，送交立法院審議。（編輯：張均懋）1071208
中日擬重啟經濟高層對話 鎖定一帶一路和川普貿易戰
共同社引述多名消息人士透露，日本和中國已就 4 月重啟部長級「經濟高層對話」展開協調，預計討論貿易、投資等經濟議題。這是相隔近 8 年之後，兩國擬重啟經濟高層對話。
綜合星島日報、香港文匯報，消息人士指出，升任國務委員的外交部長王毅正在研究 4 月 15 日前後的訪日計畫，可能在行程期間安排對話。兩國 2007 年 12 月首次展開經濟對話，之後因為釣魚台爭議、南海問題，中日關係陷入僵局，對話於 2010 年 8 月中斷。
中國總理李克強較早前表示，中日關係確實出現了改善的勢頭，「安倍首相多次邀請我訪問日本，我願意在中日關係持續改善勢頭的氛圍中，積極考慮今年上半年結合出席中日韓領導人會議正式訪問日本。」
今年是「日中和平友好條約」締結 40 周年，兩國將深化戰略互惠關係。報導指出，日本政府認為，中國國家主席習近平已展開第二任期，雙方有必要深化關係。日本有意藉由 5 月舉行的日中韓 3 國高峰會談契機，促成首相安倍晉三今年內訪華以及習近平訪日，加強兩國關係。
另外，中國有意改善對日關係，並促使日本積極回應中國「一帶一路」構想，而美中關係因貿易問題陷入緊張，中國似乎也有意拉攏日本。
共同社指出，對話中，日方擬就安倍外交方針「自由開放的印度太平洋戰略」，以及中國「一帶一路」倡議，達成可通過相互合作推進實施的共識，並有意就合作完善亞洲的基礎設施建設等達成一致。考慮到美國川普政府對鋼鐵和鋁產品的進口限制，雙方也有可能圍繞自由貿易的重要性交換意見。
據消息人士指出，中國 3 月開始徵詢重啟經濟對話的意向，日本表示贊成後，雙方已展開協調。分析家認為，除了外相河野太郎和王毅外，日本經濟產業大臣世耕弘成和中國經濟首長也將出席會談。
日本問題專家高洪日前接受中新社採訪時表示，目前中日兩國處在回到正常軌道的磨合期，但同時充滿諸多敏感、脆弱、複雜的問題。對於中方，改善中日關係是一貫的立場和持之以恒的願望。但日本方面，受其政局動盪、日美關係影響等，對華政策的不確定因素較多。
高洪認為，「只要雙方增加政治互信，積極改善關係，經濟合作領域可能會先行，甚至創造出新高度。」
