【台灣醒報記者鄭羿菲台北報導】彰化縣還能承受更多污染物嗎？「台中中龍鋼鐵未經環評，竟委託彰化台灣鋼聯處理含重金屬、戴奧辛等重量級毒物的集塵灰，完全是便宜行事。」時力主席黃國昌1日在記者會上批評。環保署綜合計畫處簡任技正呂雅雯則說，「中龍文件申請至今仍未收到，環保署還未定案准許，而台灣鋼聯的申請書在2週內評估，是否需環評。」
黃國昌1日在「偷渡煉鋼毒物，環保署別放水」記者會上表示，煉鋼廠以「電弧爐」煉鋼產生的集塵灰中，含有戴奧辛、重金屬等對人體造成嚴重傷害的污染物質，台中的中龍鋼鐵卻打算未經環評變更等行政程序，將集塵灰運往位於彰化的台灣鋼聯處理，說好聽是委外，但實際上卻是繞過環保署「便宜行事」。
「中龍在2012年簽訂的第二期擴建計畫環評中，承諾要百分百在廠內處理集塵灰，如今反悔不在廠內處理，難道不需向環保署提變更環評嗎？」時代力量總召徐永明補充說，根據現行環保相關法規，環評內容若要改變，必須向環保署提出變更，但至今環保署仍未收到相關申請，且從台中運到彰化的路線，理應也要做環評，才能保障民眾不受污染傷害。
彰化縣環保聯盟總幹事施月英指出，處理環境廢棄物需要嚴謹審查，而台灣鋼聯通過的環評書內，僅准其處理民間12家鋼鐵業者的廢棄物，並不能處理名單外的中龍廢棄物，中龍每年生產至少10噸的有毒廢棄物，台灣鋼聯打算額外接手處理，需更詳細的向社會說明，如何才不影響彰化縣的居民健康。
呂雅雯表示，中龍要委外處理集塵灰，確實需要向台中市政府環保局提出申請，但至今還未收到申請變更文件，而台灣鋼聯的申請已透過經濟部工業局送抵環保署，未來2週內將審慎評估，看是否還需要提出完整的環評，在未經允許的情況下，兩廠若外運將屬違法，未來會派環境督察總隊到現場監督、稽查。
